It now brings together nearly seventy political leaders, whether they are deputies, senators, mayors or other elected officials. The Circle aims to support the Republic of Artsakh in its fight for international recognition. The Circle considers that only this recognition will guarantee the right to existence and the exercise of fundamental rights of the Armenian population of this self-determined state, and that it alone will make possible the stability and security of the South Caucasus. Through its action, the Circle promotes a form of parliamentary diplomacy, complementary to France's foreign policy in the region and the efforts deployed by the OSCE Minsk Group – co-chaired by France, the United States and Russia. – aimed at finding a political solution to the Nagorno-Karabakh conflict. The action of the Circle is in line with the principles of the Charter of the United Nations, in their dimension of Humanitarian Law as well as in their dimension of Fundamental Rights. Professor Tigran Hekekyan, who is the chief founder and current president of the ALS International Association, worked in collaboration with famous musicians from Armenian and abroad, such as Rafael Mangasaryan, Robert Petrosyan, Alexander Siranosyan, and Sirvard Ghazanchyan, to establish an organization that would cultivate and inspire young Armenian singers and encourage the development of choral art in Armenia. The ALS association oversees many choirs that participate and contribute to the cultural life of Armenia and its diaspora. Some of these exemplary and award-winning choirs include: Little Singers of Armenia, Senior Choir (1992); Little Singers of Armenia, Junior Choir (1994); ALS Children’s choir in Los Angeles (1994); Little Singers of Artsakh (Stepanakert, 2011); the children’s choirs of Vank village and Gandzasar monastery (Artsakh, 2012); and more than fifty choirs in Yerevan city secondary schools (2000-2011). They represent a segment of the global Armenian population (in Armenia and beyond) that self selectively agrees to engage in activities that aspire to secure Armenia’s future collectively through concentration on the 15 Goals. These signatories are what makes the Initiative exist, develop, and thrive. More than 70 online and offline discussions and debates have been occurred since the launch of the initiative.
